Basically a vigilante isnt on either side but they're not a civilian so for example Stain the Hero killer he help Deku but injured Ida so he's not on either side but he's not a civilian

Vigilantes are illegal due to Hero regulations and Quirk restriction laws, but they can sometimes save lives when a Hero is unavailable. Vigilantes often wear costumes to hide their identities.
