Tsukishima is way more evil to Ichigo in one arc than Aizen ever was in the whole show. The trauma he put Ichigo through is insane. Aizen uses his words to manipulate and mess with people's heads but this man said nothing and straight-up walked into Ichigo's house and brainwashed his entire friends and family. Just imagine if Aizen was doing the shit Tsukishima was doing, tricking Ichigo's sisters and everyone else into thinking he's a different person. He could easily fool them with his Kyoka Suigetsu since it effects all of their senses plus Aizen's the ultimate troll.
But the thing is there's actually a lot of ways to easily get out of Kyoka Suigetsu's power. Understanding Aizen's spiritual energy to grab him like Yamamoto did, touching the blade like Gin did, not looking directly at his zanpakuto like Ichigo, or just having somebody disrupt your spirit energy with theirs like genjutsu in Naruto. Like you just don't look at Suigetsu directly and you're fine, cause sight is the first sense that starts the hypnosis. But Tsukishima seems to be WAY more scary to me personally because he isn't doing any type of hypnosis, he's literally manifesting and putting himself into people's memories by just slightly swiping them and that seems 10x more terrifying to me than Kyoka Suigetsu, when it comes to the situation Ichigo is in, and the only way to undo it is to kill him or Tsukishima just undoes his ability himself. Both crazy abilities, very terrifying dudes, but completely different abilities and Tsukishima's is definitely more F'ed up and terrifying to me personally. :)

Book of the End is one of the most broken Hax abilities in bleach Purely on the ability alone and not counting the user it's on par with Kyoka Suigetsu
I'd say it's even more terrifying than Kyoka suigetsu to me personally, since he's quite literally manifesting himself into the memories of anything he touches and not just a simple hypnosis or brainwash, but yeah they're both at least in the top 3 :)
