I totally disagree with the Senator on public not attending participation forums. At county level last year I went for a public participation forum on the county budget. What happened was the county officials who had the draft budget & the mca's did as follows:
    1. came 2hours 30minutes late from the set time they had set.
    2. Didn't have sufficient copies of the documents to be read & commented on by the public.
    3. They started by saying there was insuffucient time to go through the documents, so they would brief us on the contents and go to the next pp forum they had scheduled!
I personally had to tell them, that then it was futile to have called us for the meeting and if they really wanted feedback, give us copies of the docs, we read them & send them feedback by the end of the week.
You should have seen the look of shock on the officials as to 'who is this who is insisting on reading...?
They quickly discussed amongst themselves and decided, give her the document and an officers email.
I did read, give feedback on email AND, THAT WAS THE END OF THE PUBLIC PARTICIPATION & FEEDBACK BEING INCORPORATED IN THE county finance bill.
Despite asking severally for the final budget document, until today 2/7/2024.
My observation, even at county level, public participation is done by the executive offices as a means of 'rubber-stamping and pardiem (out of office trips!)

I concur on the bit of extravagance in trips . The love for per diems is crippling our nation Kenya.....naivasha & mombasa hotels are full all year round by organisations that even have first class board rooms ... Why can't we revert to zoom meetings till the economy improves..It is common to find an employee making 100-200% equivalent of their pay in per diems....I pray for austerity measures to be effected so that our country moves forward

The hour of freedom from corruption, youth unemployment, tyranny, exploitation, misrule, mismanagement, incompetence, and impunity has truly arrived. It's jubilee moment when the corrupt must be dispossessed of their ill-gotten loot. Stolen land and assets must be surrendered. Punitive taxes and odiuos debts from thieved trillions must be disowned, and thieves thrown into prison. It's time to take our country back. The youth are leading the way. The rest of us must follow. 😢😢😢 soo sad. Why didn't you legislate accordingly b4???!!!!!. Nkt. Your salaries are equally highest in the world while other workers are paid peanuts and many hard working teachers, doctors, law enforcement agents etc can hardly afford a decent meal today while you forcibly mposed senseless and ridiculous taxes on them. Ati housing levy yet thousands of poor workers cant afford food. Nkt. Your salaries must be halved asap to employ the youth. Bure kabisa. You are the causality agents of all these tribulations and you better leave those offices to leaders who want to assist the masses. Looting, embezzlement, wanton plunder of public coffers and gross runaway corrupt in this era is extremely high. Taxes are paid heavily but all go to few insensitive people masquerading as leaders. The parliament should make recommendations to the people/the republic on all bills and laws. Through public participation. The people should make recommendations to the judiciary to act. The judiciary asks the executive for recommendations before acting upon. The executive should go with the majority of the recommendations from the people. The executive simply represents the entire peoples' recommendations by giving recommendations to the judiciary to act
