NORAD started this, at that time, sensitive undertaking because, as we all know, Santa originates from what was then a Communist Block country & there was a very real belief that he was carrying out clandestine visual & ELINT spying missions. Remember: He visits all children in all countries & that includes those on strategic military bases. There was also a belief that, during those fearful times, the Soviet Long-range Air Command may have used Santa as a clandestine Nuclear Weapon delivery system - a sort of 'First Strike' capability.
There was a renewed increase in tensions in the 1980's, & there is again now. NORAD's importance is trebley important now with the rise of deranged Right Wing regimés in North Korea, Iran & China as well as the 'Russian Federation' & it's puppet states.
