"You're nothing but a killer" doesn't mean "I'm better than you", it means "Stop lying to yourself". All the enemies conceptually help Raiden work through his philosophy, but Monsoon and Armstrong are the most direct because they are testing their ideals as well.
If you kill a killer, the number of killers stay the same, but if you kill 2 another killers, the number of killers goes down by 3, because the killers you just killed are dead and you become a serial killer instead of a killer.

If a killer kills themself, they are technically killing a killer while being a killer themself thus making the number go down. But what if someone who isn't a killer kills themself? Does the number of killers increase, decrease or simply remain the same? Do they die before becoming a killer or do they become a killer before they die? Does attempting and failing to become a killer make the person a half killer? What about assisting in a killing without being a killer initially? Does the number of killers in the world even actually technically go down when you kill a killer or does it stay the same since they were once a killer in history and that is now part of the irrefutable, unchangeable past? Would that then make it so that if you weren't a killer and then you kill yourself, that the number of killers would actually increase? If the number of killers doesn't actually go down, doesn't that mean that there could be an infinite number of killers?
Can you become a double killer? Is a double killer statistically represented as 2 killers or do they remain as just 1 killer considering they are a single person? Does simply killing two people determine you as a double killer or are there more specific conditions that need to be met? If it is in the case of the former situation, does that mean that if someone was to be met with an infinite number of people and then kill them all, would he become an infinituple killer? What if a double killer or the fabled infinituple killer is killed? Does the killer of that person inherit their kill count? If you kill a double killer, do you become a killer if you weren't one already or a double killer or do you become a triple killer adding the killing of the killer to the number of kills in total? Do you become a double killer if you were already a killer or do you become a triple killer if you only killed one person? Or would you become a quadruple killer from the killing of the double killer alongside your single kill and their double kill? What if you yourself were a double killer? I always thought that when I heard that saying(?), like, sure, if you murder a murderer then the number of murderers stays the same, but surely that just encourages mass murder, because killing 1 keeps it the same, but now that you’re already a killer, might as well go for the 100 kill streak cause the number of murderers will just keep going down.
