When owls act that way, it’s because what they see looks interesting and they are curious creatures. Nothing to worry about, since they are still young it’s only natural for them to want to explore the new world.
You're correct, although more specifically they move their heads in that back and forth, almost spherical motion because this improves their 'depth of field' - basically, perspective. Their eyes are set very 'flat' in their faces, which gives them excellent vision but the world also appears somewhat flattened out, and they jut their chins and rotate their necks to check just how close or distant things are...

Owls were just curious about the camera and it was not summoning someone....... I found it cute
So I know this is an old video but these burrowing owls are actually highly curious creatures. Much like many animals, they can actually remember their surroundings really well, so when something new pops up it becomes like a new comodity to them. And the raising of feathers and tuening of head could very well be a sort of intimidation atempt as many owls are known to do this against would be predators, and burrowing owls are no exception to this. Many owls will actually actively inspect items just like these owls did purely out of curiosity of the thing
