I was under the impression that BPO was termed the initiator and DMPT the activator.

There is a mistake here as pointed out by Gene's comment below.
Toluidine, found in the liquid, is an accelerator - not the initiator. Benzoyl peroxide, found in the powder is the initiator - not a catalyst.
