My guess is that he wasn't. But Donn was to dumb to talk himself out of that.
Why would he help her take out all his friends and continuously let her get away with full the chance of a clean kill. In the car he was sitting behind her, full opportunity to choke her. He had the drop on her walking into the bunker. He would've most likely been carrying a gun or a weapon, which he never used. This is why I think he wasn't one of them.
If you notice he looses his accent right before she shoots him!

But she was an army girl, she was in Afghanistan while he was only in coast guard security. Quicker sometimes beats large but slow, especially with a pipe in hand
