@billbinkelman1259 well, as YT is part of google, which is a us-based company, it falls under the jurisdiction of us-law - which has this (for me as a european) weird law about "fair use" which permits others to recycle copyrighted stuff and even make money from it as long as what got pieced together can be seen as its own new creative work - which these fake trailers unfortunately fullfill
in order for such a clip to get removed or the account been banned there're only two options: violation of the platforms terms of use - or breaking the law
as both, the YT ToS and the us-law, permits such stuff there's no way to remove this clip or ban the account - in fact: if YT would do anything the channel owner could sue YT for un-lawful action taken because neither the ToS nor any law were violated
or, TLDR: because we live in a very weird world in which what would be right and why it not happening are reversed from common mind because mankind at some point in history invented stuff like society and laws
