Loki is probably one of the most chill antagonists in anime, yea she's got her plans, but she has her own pace and honestly just gets things done as needed. Doesn't mean anyone should pick a foght with her tho.

It's less that she wants total anarchy and more that she sees the mischief that a free society can cause and desires that uniqueness.
