Allow me to elaborate, in the system known as "Council Communism" for example, the government consists of councils of a workers, which means the people represent themselves as opposed to greedy and capitalistic elected politicians which hold a "dictatorship of the minority" of which refers to the system you call "Democracy", of which refers to a minority of wealthy and educated individuals incapable of truly representing the masses of the populous.
Also, in the system of Marxist Communism, the government is a tool of the people, eventually to be dissolved, as opposed to the people being a tool of the government as they are in a high capitalistic society.
Also, in Anarcho-Communism, Anarcho-Socialism, Anarcho-Syndicalism, Mutualism, and its other variants there is no government at all to begin with.
