1:40 I think this isn't really the reason, but rather the game won't let you craft a card if it can't confirm that card's current cost. This was likely to prevent differences between different versions, and also prevent cheating.
And because there is no Fry Em Up card in the official game, there is nothing to check against.

No, you just can't craft things with no internet.

*Block Meter - Summary Statistics:*
Assuming the block meter is empty at the start,
P(California Roll) = 14.815%
P(Normal Roll) = 46.9%
P(Virginia Roll) = 29.63%
P(Six Roll) = 7.68%
P(Seven Roll) = 0.9%
P(Worst Roll in the history of Rolls) = 0.046%
Expected Number of hits to enemy hero before fully charging the block meter = 4.331
Median and Mode of the distribution = 4 hits; the distribution is skewed to the right
Standard Deviation of hits = 0.855
*Biased Rolls:*
This section assumes that we have already hit the enemy hero once which loads the block meter with 1 to 3 charges.
P(California Roll | One Charge) = 0%
P(Normal Roll | One Charge) = 37.04%
P(Virginia Roll | One Charge) = 44.44%
Sum of all the three percentages = 81.48% (the sum matters because california roll, normal roll and virginia roll are the most common rolls)
_Just for fun, P(Six Roll | One Charge) = 16.04% (don't assume that it is insignificant because 81% coverage isn't much)_
P(California Roll | Two Charges) = 11.11%
P(Normal Roll | Two Charges) = 51.85%
P(Virginia Roll | Two Charges) = 30.86%
Sum of all the three percentages = 93.82%
P(California Roll | Three Charges) = 33.33%
P(Normal Roll | Three Charges) = 51.85%
P(Virginia Roll | Three Charges) = 13.58%
Sum of all the three percentages = 98.76% (you can safely assume that six rolls won't happen in this scenario)
*Note:* Sum of probabilities covered by california roll, normal roll and viriginia roll without loading the block meter with any charges is 91.36% which is very close to that of block meter with two charges i.e. 93.82%. Note that loading the block meter with three charges instead of two keeps the probability of a normal roll the same but triples the chances of california roll.
*PS:* I was planning to add several new sections such as analysis on Mars Flytrap, Monkey Pirate, using quartiles, analyzing skewness and kurtosis, hypothesizing, etc. but I am a bit busy. So, I just summarized everything I analyzed without muffling your view with some complicated mathematics. Please make use of the knowledge to improve your card placements and be try-hard! Next time, I'll try coming up with a new system for block meter while still keeping the randomness but not rely too heavily on the randomness! Also, note that wherever necessary, I have rounded everything to two significant figures for easier grasping.

Fry em up, i can play with the mod online for some reason and the card stats dont change, it will only kick you out of the match if the game detects a highly strange stats card.
