AP just scales a little better into the late game, especially with it's better shielding, healing, and team wide damage. AD plays better because it has better build paths and a stronger early-mid game.
Early game is better with ap, try making the first item of rift maker

Playing AP Volibear feel soo good low cool down you could Tower Dive every 30 sec and delivery a nuke that’s grant you shield
But u die instantly in teamfight so its better to just split push

IMO the best volibear is 'hibrid' with sunderer, nashor's and tank afterwards
No try sunderer,black cleaver,steraks,visage, and gargoyle or chains last item depending on if u split or teamfight, massive cdr early to make ur w low cd and constantly proc sunderer, u also have a lot of armor shred so it hits like a truck, then going steraks makes u a beefy tank and increasing sheen damage with visage to amplify everything
I play as Voli only since 2011 (which obviously was mostly the old one) and even after the rework. The best build for splitting is the hybrid one, but not with DS. You start as AP Voli, going Riftnashor's as usual. But then you follow up from here choosing only from this set of items:
DD, Hullbreaker, Maw, BotRK, Zhonya's and Ravenous (if you go for this one, the best other items to synergize with it are DD, Maw and Hullbreaker, pick 2 of these 3).
im a bit in between due to the only ad win was volibear's ult being casted first by the ad volibear instead of the others which were ap who casted it first meaning ap is getting an advantage due to getting some extra hits while the ad volibear got 1-2 hits by the ap volibear cause the ult gives you 300-600 hp and then that goes off after casted and if ad volibear is getting hit before he ulted that 300-600 health increase isnt going to do much and its also the gameplay of each volibear that can decide who wins because ad has to be more strategic into doing his combos and kiting and ap just having to spam abilities and autoattacks agressively i dont think comparing both ad or ap is kinda fair cause they are extremely different from each other
If you buy a Zhonya at AP-Volibira, then buy resurrection at AD-Volibira
They built the most common full build for those 2 playstyles. The builds weren't meant to counter each other.
Also gaining time means nothing to ad build. Lesser the fight takes the chance of wining for ad build icreases. Thats becauses it takes the most power from auto attacks. And the ap build from skills. Which means that while ressurection the ap build would get all his skill cooldowns down so he would take the advantage. Also yes, those builds are just builds that people use in common so we could compare them like if was in a game

1 day later but anyways, he does'nt build merc boots because you only built them for tenacity purpose, plus he has 3 mr items, and tabis passive gives 12% decreased damage

You literally dont need it tho. Once you get Riftmaker and Nashor, you can build full tank and still deal absurd amounts of dmg.

Sunderer would only be better against a tank voli, but AP voli does not have a substantial amount of Mr and armor, it would only heal you a bit, but AP voli would hands down win against AD volibear.
