Well, you gotta consider what it means to win the category. Like, how much strength does the character have over the other, sure they win the point but are they only an inch stronger? Or speed, a character winning the speed category but how much faster is the character from the other? It's like being slightly stronger and faster than someone else, sure you have the advantage but they can still hurt or give you a tough time. I feel like most editors don't really take that in to consideration, and go 'low-diff' or what not.
I think its like God of War, Zeus is the strongest God but Ares is the one who got the most Battle IQ, cuz he is literally the embodiment of war/conflict so the same goes to War from DS. His name is literally WAR, so he would know every type of conflict that exists in the creation.
