The hands on the shirt make the letter 'r' in sign language, I believe.
The shirt shows crossed fingers, it's a good luck thing.
Late as fuck, but oh well. Crossed fingers are usually a sign that someone is lying or being dishonest. The R&R Connection were planning on faking their deaths and killing Michael since Ryan figured out Michael was setting them up to get killed. They picked the signs v-neck to show their intention to their dishonesty.
