Make sure your taps are open, and as I said before turn very slowly. Make sure you turn it back off, before you pay your bill. I would not do this, if I was living in the USA, as you can get a criminal record. Municipal offences are not criminal in Canada, but the municipality could fine you. You may want to check the bylaws , to see what the fine is. It may be more than what you owe, so it may be better to pay the water bill. You are never going to get free water, as the meter records all the water flowing into the house.

I don't have a water extensor key, just a small monkey wrench, which barely fits into the meter receptical. I'm going crazy trying to figure out which way is 'On'. The African American gentleman construction worker across the street from me let me borrow three very select tools and instructed me how to simply configure them to efficiently, conveniently, correctly, and safely turn the underground water meter main supply spigot valve that opens the 150 pounds of pressure per square inch water pressure that leads to the house and yard,. He also told which direction to turn the valve, and to be careful and patient, giving a care to slowly and gradually, listening to hear the rushing of water as it fills the pipes with tremendous water pressure that could potentially damage or burst possibly older worn out pipes that exist in 70 year old homes that have not been remodeled/refurbished/upgraded to code yet......such as yours truly hasn’t been done as of yet. I have to petition or request the City Planning Office, and the County Recorder Registrar Hall of Records find the water and sewage original blueprints to this house, and begin marking, delineating the clogged clay sewer lines that lead away from the house to the street. I’ll have to cut out the concrete amongst two parts of the driveway plus the sidewalk and grass, and dig two trenches approximately 4 feet deep, and I don’t know how wide because I haven’t done my full research yet..... My sister said she had to do it at her last house. The bid I got from these ‘two on two tag team’, erstwhile, iffy and questionable plumbers I found in the yellow pages I called, only to receive a forced, terse, cut and fried voicemail, that took ten for them to answer. I explained and showed them my problems , they said they had this camera they wanted to shove down in there, taking a look see....they came back in another ten days, without calling first, I wasn’t here, but I got home in twenty-three minutes, as they were leaving, explaining that they had somewhere else that could be, and that they would come by later in the afternoon, which they didn’t. They said they could do it for $6,000.00. They spray painted some different colored demarcations, that were bit marked, hyphenated, tracer.lined, abbreviated in shorthand construction architect longshoreman journeyman interagency memo speak...... I’ll figure it out myself, rent some me heavy duty professional grade concrete cutters, and a trenching machine and just do it. It can’t be rocket science, it just has to be done “To Code”,that is a mandated compliance, and in fact, the truth. It’s only the City Planners Office personnel, you gotta pay a fee for the blueprint originals, and buy copies. Then the Water Company”s criterion has to be complied and adhered to the ‘nth letter, recommended preferred manufacturers, supply parts prerequisite grade, composition, density, performance ratios, shelf life /lifespan of said parts is parts.......blah blah blah. See, they don’t scare me....just don’t piss off OSHA.
