3. The accuser literally does not have the money to continue to pursue charges.

Honest, being in a court because you accidentally badly hurt someone for stealing your cookies sounds pretty funny, and I suspect that even the victim will be able to laught about it in a couple months. When you get hurt in a stupid way, it's often amusing. For example, I recently hit my head... because I swam into a pool's wall. A couple minutes later I was laughting about it with my sister, despite the fact that it was still hurting.
