So here's the timeline i've put together
1 Masato Nishimura designed majin sonic and had the easter egg in Sonic CD. 2 Toby fox made Fallen down from undertale. 3 then Underbase: Fallen Down by Oast got popular due to being a great acapella version of Fallen down from undertale. 4 And afterwards "That One Guy" on tiktok made a video using that audio using a long face filter and cartoon-like exaggerated movements (keep this in mind). 5 soon That One Guy's video got a black and white filter with the caption "my reaction to that information" which got popular over on tiktok and then youtube. 6 Superevan5 posted an animation on youtube using blender of majin sonic (who shares that long face that "That One Guy" used in his original video as well as the cartoony personality) and had the animated based on the meme. 7 Someone did lyrics for the animated version of the meme with background music similar to majin sonic's tune.
About 7 or more people are involved in this meme.

Now this is the true form of this meme, it is as unnerving for nost, Majin's appearance is nightmare fuel once you dont know who it is, the soundfont from Sonic CD sounds just perfect to fit Majin, different enough to somehow forget it is Fallen Down from Undertale (at least ky goofy brain forgor the first time💀), Majin's voice not only sounds surprisingly good, the second voice being overlayed is low enough for you to only notice now making it even scarier, and the way he sings perfectly synced with the beats and the lyrics are the final cherry on the cake
