What are my chances of getting into rice if I don’t submit my ACT/SAT scores, but I have a 4.25 GPA + multiple extracurriculars? Also, although I was born in the USA, my mom isn’t from this country, and I feel really inspired to become a doctor so I can support my family living outside of this country.

Submit the scores, belive in your college application and essays and you have a high sat score, so don't worry, it won't hurt your chances.
