That young girl is NOT retarded; her mother talks to her and she understands what is being asked or told to her.
As a retired Special Needs Specialist, I suggest she be enrolled in school to be taught sign language. Even children who may be deaf or mute can be educated and could be a college student given the support from their parents and the trained educators.
