You should get the card first, if you want to unlock Rafayel's Myth, you need to obtain "Deep Sea Promise" and "Deep Sea Riches". Then you can obtain the shard by upgrading those cards!✨

You can get this by gacha or on 'Wish". You'll not getting this on 100% probability because it's the same as gambling. So, you'll get what you once you roll.
