@ 18:04. The Bind event to on Percent Zero should be Bind Event On Percent 100.
@ 21 mins. Add a Set Remained fuel function on BP_Generator>EventGraph after the Cast to ItemDataConsumable. Get percent from item data consumable to the remained fuel . to your "add liquid" branch. For the UI fix. hope this helps!
