Gandhi assumed the form of a religious sage and became respected by Dalits, Adivasis, Muslims and all the Mulanvasi people. If someone had opposed Gandhi politically, he would have had to face the opposition and resistance of Hindu fanatical religious people. Gandhi also knew his power. That's why Gandhi didn't fix specific quotas for Dalits, Adivasis, minorities and untouchables in provincial/central assemblies and government jobs according to population in the Constitution of India. This system only helped the upper castes to retain power.
