As someone who's lived in Mumbai for 7 years and has been to most of the past bhai street stalls from virar to churchcgate and chowpatti and borimollah, this is not normal even for mumbai standards. Pav bhai does have lot of butter when made on the street, but this is too much. Usually expect like a 1x1 or 2x2 inch cube of butter in that much bhaji

Who remembers late 70s early 80s when Sardar pav bhaji was the king of amul butter servings only to be shutdown by BMC food when they found that it was Mutton Tallo/Lard that he used which the generous servings as amul and that surely helped flavoring vut was a scandal for the vegetarians ...after that it came back in late 90s after people forgot. hope they are now using the real stuff.
