You get more decisions with the simulacra and when it says you can save one it will give you a choice of "can I save both?"
Go with that and a few more answers agreeing it's that
To save both you need to be on Taylor's side a lot with arguments and stuff
Tell to wait and choose the choice say you need to talk with Anna before he goes up to her, that's why you need to be on Taylor's side or he will yell at you etc.
Obviously certain answers make certain choices so be careful but that's the main like summary that gets you that ending
