These flash floods are no joke. People need to know, it can be dry where you are, but raining in another area, and next thing you know, you’re trapped.
I had people laugh at me for telling them about a '56 station wagon that got stuck in a wash up near Phoenix. They said the water was barely 6 inches deep, but trapped the car and family in it. then water rose and did it enough it tumbled the car and the family trapped inside. This is Arizona. Like I was told as a kid, if it ain't got horns, thorns, or fangs, it's poison; viva Arizona.

Has anyone thought of a way to save that water from just 'running' away? Wet soil creates a wicking action and the water gets into the aquifers for farmers to use in their growing efforts.
Above-ground rain cisterns are common in Tucson. Basically overgrown rain barrels with size determined by roof area and expected rainfall. You can make them out of anything.
