They could have also made them view him to as the first person that made an a artificial (quite literally) quirk, a advanced suit, so a civilian and quirkless person can use it in order to fight just like a hero with quirks, the name of this artifical quirk can easily go as, advanced tech (as iron man name is a hero name not the power so far I know)
