Clear case of tardive dyskinesia. It’s not a result of street drugs, but instead comes from long-term use of psychiatric medicine. In Scott’s case, namely seroquel and lorazepam. Alas, only my 2 cents.
RIP Scott. You will always be missed, and never forgotten.

Poor Scott...immensely talented individual, but plagued with bipolar and probably past demons. Wish he had been able to get off drugs for good.
