Wrong, Frank wanted her to become president. He resigned so she could become president. It was her turn but that was for the story. The real reason why Frank resigns and Claire takes over is because Spacey had to be removed from the show for some charges that were wrong.

The plot was always heading that way so they actually had the opportunity to make the story work without Frank but sadly made a lot of bad choices in the writing room when developing the final season. Acting, direction and cinematography were still great though.
