I don't think that is a weed. I think that is Golden Rod that grows wild, but you can get hybrid cultivars at the nursery greenhouses. I have some wild Golden Rod in my yard. It's gorgeous to cut and put in the middle of flower arrangements!
Mom should get her driveway BLACKTOPPED. It would be cheaper than cement. It's dangerous if when walking for her & anyone even kids, mail delivery for tripping on broken cement. Liability.
