Generaly if you have the feeling you can get away with it. If i remember correctly... mejais is gold efficient at 7 stacks and above. Upgrading to mejais is not even that dangerous. You buy dark seal anyways and if you have to sell mejais you only loose 100 gold cause the items sell value is incredibly high. I wouldnt skip lich bane or sometimes eben Nashor. But if you have 2 items and you have 10 stacks going for mejais is just a 100 gold gamble. And the movementspeed eneables you to get kills you wouldnt get.
