So does Morgan not get the opportunity to compete in miss universe?

She does not. Morgan placed 1st runner up at Miss USA last year to R'Bonney, when R'Bonney won Miss Universe it is the 1st runner ups job to take the title of Miss USA. Unfortunately Morgan doesn't get to compete at Miss Universe and will be passing on her Miss USA title to a new winner during this years Miss USA pageant in a couple weeks :)
