They should have turned him heel in 95 after WM. The face side was stacked and the heel side was weak after HBK turned face and Yoko, Owen and Backlund's main event pushes fizzled out. That's why HBK was upset about his face turn. Instead they turned Mabel and later Bulldog and pushed them as top heels to challenge for the title but Razor should have been the guy.

Fun Fact: Before Ted DiBiase's WWF Title run was negated, he would actually defend it a few times against Bam Bam Bigelow on a few houseshows.

A heel Mr. Perfect would have made so much money for the WWF as a world champion as opposed to Hogan, Savage, Warrior. .. This is sports entertainment. They don't put belts on you based on how good you are in the ring. It's about getting over with fans. The only period where Perfect could have been WWF World Champ was during his babyface run in '93-'94, and even then I think he was battling injuries.
Honorable mention: Luke Harper/Mr. Brodie Lee.
One of the best big guy wrestlers, fantastic agility despite the size, all around human being.
Should have been part of the Orton/Wyatt feud going into Mania 33 despite the fact he was there briefly, plus he was outcasted by both of them.
Then came the reveal of the Dark Order. This is where he truly shined as both an in ring performer and character. The fact he got a world title push immediately and later the TNT from Cody Rhodes was enough to show he was world title material
Bro Brodie Lee wasn't such big of a star and tbh nobody cared about him that much. He started to grow on so many after his death.

I still cant believe that's how Hogan lost the belt after his four year reign. I just have this picture in my mind of Vince and Pat trying to get a finish that in Hogan's words "works for me Brother" and after hours of compromising Pat says

Months before we will align him with The Million dollar Man who is also very respected and worthy of laying down for and is actually the one we want to put the belt on. I know that wasn't enough for you so we added a sweetener where Ted paid a guy to get plastic surgery to look like the ref just so him ignoring your shoulder being up makes more sense some how. Perfect was AWA champ. Rude and Dusty were WCW champs. That's why they are not on this list. But yes, if you mean all three of them didn't win in WWF then yea. They would definitely top this list.
This just proves that these legends never needed the gold to solidify their place in history as all time greats.
As a Brit, it's disgusting Regal was never given a world title run.
It's not that surprising really when you look through who he had to compete against during his time in the company. Let alone his personal issues.

It's important to remember that back in day many territories didn't have "world champions", they had a main territory title while being part of the NWA. DiBiase for example was the Mid South's main champion (North American) or Jerry Lawler with the Southern heavyweight title in Memphis, or Cornette putting the Smokey Mountain title on Jake Roberts, so they were still the #1 guy/star in their territory.
Owen was definitely on his way to winning the title. I’d like to think that him going to win the IC title the night he died was proof of that he gaining the traction needed to win the big one Imagine Rock Vs Owen for the WWF title and their past history with the nation.
The thing that killed Owen's push to the top was breaking Austin's neck. Had that not happened, Owen likely would have had a bigger role going forward. Austin refused to work with him afterward 1 on 1 (after the end of the feud) so that really hampered Owen.
Vince wouldn't even have mentioned their history in the Nation. He doesn't even know what continuity means. He pretends last month never happened.
@TheScott75 That plus HBK wouldn't put him over after Owen turned face. Both the top heel and top face either wouldn't work with him or wouldn't put him over in late 97/early 98. I think his best chance had he lived, might have come during the invasion angle. He would have been a key player for the WWF and could have had great matches with Kurt Angle.

Owen wrestled in the wrong era. The smaller more athletic guys only started making traction in the 2010s
It’s such a huge missed opportunity and a damn shame that the WWF or WCW didn’t give Razor Ramon/Scott Hall a run with the World Title
I think they just couldn’t trust him to always show up and be reliable with his title defenses. Dude was on so many drugs back then! Honestly, it was probably a good thing he never won the title, because he already spiraled out of control pretty badly without it, imagine had he had it. He may have died a lot sooner.

It was Scott's personal Demons that prevented him from being world champion.
One thing we need to take into account is that before the Raw and Smackdown brand split only one wrestler could be champion. Since the brand split two wrestlers could be champion at the same time making it easier to become champion. Thus what it meant to be champion become diminished, but more wrestlers were given the opportunity to become champion. I remember in the early days of the split there were at one stage only 3 championship material wrestlers on Smackdown and Kurt Angle was one. I think there were some injuries at that time like with Chris Benoit if memory serves correctly. They then moved Edge to Smackdown and immediately he was pushed into main event scene almost by default. Lets face it becoming champion during a 4 year Hulk Hogan run as champion was a bit more difficult than in the brand split era.
The fact that Shelton Benjamin never won a World title throughout his time in WWE is absolutely insane!

He didnt have the character. He had the ability of angle, but he never had teh chops on the mic or atleast was never given that opportunity. Great worker but not the full package.
He is like Ricochet, great in ring but didn't have the character to be champion.
Owen Hart was on his way. After the Montreal screwjob he took a couple weeks off but the night he returned, he attacked DX and Shawn Michaels in the ring and the crowd went nuts. He was set to receive a huge push into a main event run with Shawn. But then Shawn did that "little nugget that won't flush" promo and nobody took Owen seriously after that. It killed the whole thing.

If Maggy May (as Dusty affectionately called him) had been wrestling today when that horrific car accident happened, he’d been fully healed in 18 months. Technology is incredible!!
If Dean Malenko is on this list then Arn Anderson definitely should be . Arn was a ring tactition, was great as both a singles and tag team wrestler and could go with the best of them. He was also was in the top 5 as far as promos in his day. Barry Windam while with Jim Crockets NWA should have been world champ as well. , I know years later he was NWA champ and even appeared with the belt on WWE but at that point the NWA was far past it's glory days and was pretty much an indie promotion by then.

Rick Rude for me he should have had a world title run in WWE
Not every wrestler needed to hold the belt to be validated.
Andre the Giant was a great example of this. That legend was an attraction in himself, so didn't need to hold the title to add worth.
Similar as Brock hasn't needed it for years during the current era, although Vince sadly books him to win it whilst he's part time.
Obviously during the 80s especially, Hogan played politics which kept the belt on his waist. But again, it worked with selling tickets and merchandise.
Often you just needed a solid rivalry to get people invested into a bout on the card.
For how good Owen Hart was in the ring, aside from his sibling rivalry story with Brett, he was never given a solid story or gimmick to get him over. Many respected his technique and ringwork at the time but never had him as a top guy until his unfortunate accident had people changing how much they thought of him. He just needed abit a couple of events against someone to put him over and get a wind behind him to have been in the title picture though. Good that modern wrestlers acknowledge the talent they seen in him.
Regal was another, great performer and a better gimmick but was never quite at that level.
The Million Dollar Man was as good an 80s heel as there could have been, fitting that the claim was the character was what Vince would have booked himself as, before Vince later went on to be the hated authority figure. Again, never needed the belt, his role was to make people despise him so the fans would want to eventually see a Face put him in his place.
Obviously Vince used to be all about a baby-face holding the belt, obviously how after Hogan he struggled to work out the next guy that could hold the title and appeal to the same demographic for selling merchandise, tickets and RV revenue.

When Bret left the WWE, Owen had amazing amazing heat, the crowds were cheering wildly for him but I dunno what was the reason, maybe he himself didn't want it much or Mcmahon was took out his anger for the older brother on him but Vince never pushed him even tho JR mentioned the term "the true heart" or something for him a couple of times.

Mcmahon is famous for holding grudges. Its why Sting lost at wrestlemania despite WCW being dead for 15 years and all 3 Rhodes' being shafted with "career killing" gimmicks.

Fun fact: Another phantom champion that never seems to be recognized, although he did win the WWE Title later in his career. In 2002, The Undertaker defended his Undisputed WWE Championship on an episode of Monday Night Raw against Rob Van Dam. RVD pinned Undertaker for the three after hitting a Rolling Thunder. He was celebrating with the belt, and I was shocked but happy as fuck cuz he truly deserved it.. Thennn.. Ric Flair came out and got on the mic: "His foot was on the rope" While RVD pinned 'Taker, Taker got his foot on the bottom rope without the referee recognizing it. The Match was re-started, and shortly after Undertaker beat Rob Van Dam with The Last Ride. Still an incredible moment for me to this day.
That mighyt be a phantom reign but RVD is recognized as a former WWE champion after he beat Cena that's he's not in this video .

Owen didn't want the responsability of being world champ and Piper knew he didn't need the belt to make a name for himself. Also 1 needs to look at Tommy Rich and Ivan Koloff as well. Oh 1 other guy-Ricky Morten.

Either way, he did deserve a run based on in ring talent alone. As a kid watching WWF in the 80s, he absolutely popped off the screen. He was so different from all the other wrestlers.
Owen should've won in 1994 at SummerSlam. He could've held it for a few months before dropping it to Diesel. Owen and Austin could've fueded in 1998 after Mania too.
I wonder why they are not recognizing Hall’s USWA or World Wrestling Council Heavyweight title runs because I remember reading about in the magazines. Unless this is just about his WWF/E & WCW runs..
While not a Championship contender, Malenko was Ranked #1 in PWIs top 500 of 1997 I believe.
I've got the PWI almanac and Malenko did indeed win that award in 1997 .

You are all over the place with some of this....Magnum beat Wahoo for the US Title in early 85. Tully beat Magnum for the US Title later in 85 when Baby Doll posed as a security guard and helped Tully win. Finally, Magnum and Tully fought the I Quit match at Starrcade 85 for the US Title. After that, he would go into feud with Nikita Koloff
About Orndorff main eventing Mania 2 vs. Hogan instead of Bundy. Orndorff was a babyface at the time and wouldnt turn on Hogan until 4 months after Mania 2
Million Dollar Man had to be THE best heel in history besides Hollywood Hogan. Razor brought the most relevance to the IC title ever. Just my opinions.

Lex Luger comes to mind for me. I know he won the WCW World Title, but not having him take the WWE Heavyweight title against Yoko at Summerslam was a big mistake I felt, considering the hype train (or bus) Luger was on going into the event.

While Macho Madness was absolutely awesome and while Randy Savage is an all time great and while the Wrestlemania V build-up and subsequent payoff match was and is the stuff of legend... I would love to see an alternate universe where Piper never left the WWF to film They Live. If you watch Wrestlemania III, Piper is just as over as Hogan is. Would be great to see those two form the Mega Powers-esque super tag team for awhile... only to see Piper double cross Hogan in order to win the title (the culmination of a dastardly long term plan of his). He'd get nuclear heat for it and we'd get a one-on-one Wrestlemania match between the two in their prime (rather than the WCW battles the two would engage in during the twilights of their careers) with Hogan winning it back.

The Scott Hall bit is kind of a misnomer. He was the WCW World Television Champion one time, and held the World Tag Team Championship 7 times with Nash, and the AWA World Tag Team Championship with Curt Hennig in 1986.
Rowdy Roddy Piper would be #1 on my list and Andre the Giant 2nd
Though the reign was overshadowed by DiBiase's purchase of the belt Andre is recognized as a former WWF/WWE champion after his Saturday Night Main Event win over Hogan . I know what you're saying though he should've had a proper reign .

Scott Hall didn't want to "climb the ladder" as Razor Ramon (i.e. becoming world champion), he wanted more money (and a lighter work schedule). That's why he jumped ship to WCW. He was never ambitious about winning, he once said, that he'd rather make a million a year getting beaten up every night than winning all the time.

Only because they are related, Bret and Piper are cousins, Piper is actually Canadian.
Scott Hall did not leave WWF because Vince "didn't think he was championship material". When Scott spoke with Vince about climbing the ladder, it was strictly in reference to pay.
He didn't go to WCW to contend for a title. He isn't a mark and didn't care about belts, he cared about money.
Jimmy Snuka definitely comes to mind I know because of his legal problems of the crime he committed but he definitely should have been champion
Piper should have at least won the WCW title from Hogan which should've happened on multiple occasions. He beat Hogan at Starrcade 96 but for shame; a non title match.

Perfect is a a former AWA world champion , probably why he's not in the video . However he did deserve at least a transitional reign as WWF/WWE champion as well .

Mr Perfect or Curt Hennig is a former AWA world champion although he did deserve a run with the WWF/WWE title .
Rick Rude and maybe Nikita Koloff. If not counting the AWA title, then Curt Hennig. If not counting the ECW title, then Bam Bam Bigelow and Mike Awesome. Otherwise this was a pretty good list.

Outside of the undertaker gimmick that Goldust character was probably the most shocking shhh I'd ever seen in wrastlin. I thought it was dumb when I was a kid but even then it was brilliant. How else could he come from under his daddy's shadow?
