Some pots may be taller than 13” so usually, the practical clearance should be higher. Because the airflow intake of over-the-range microwave are not that great, having the clearance too high may render the fan useless. A normal gas stove flame is not super high (as we usually see in 大排檔) and in normal operations will not increase the risk of catching fire. Caution should be taken because using the microwave (putting stuff in or taking It out) while the stove is on may be risky if the operator is wearing loose clothing.
