The video you talkin' about is "Put your hands where my eyes can see". This video and that video are both directed by Hype Williams. His signature style is that fish bowl wide lens. He made everybody a star with that in the 90's. He also produced the movie Belly. If you seen that movie and look up his music videos you will notice his visual style.
Hype Williams is criminally underrated these days. He made all the great videos in the 90's and so many directors bit his style.

This (big budget music videos) was common in the mid to late 90’s. But the most creative music videos always belonged to Busta Rhymes and Missy Elliot. Other real creative videos are Wu-Tang Clan’s “Triumph” (it’s said that it was the first million dollar music video in hip-hop), Puff Daddy & Biggie’s “Victory” with Busta Rhymes (the video you were referring to), Method Man’s “Judgment Day”, Biggie, Puffy & Mase’s “Mo Money Mo Problems”, 2pac’s “California Love”, The Fugees’ “Ready Or Not” and a bunch of others. Most of the big budget videos in the 90’s/early 2000’s were directly by Hype Williams. He got his big break with Wu-Tang Clan’s “Can It Be So Simple” in 1994 (He directed other videos but they were still on the low-budget side since he was still an up and coming director). The Wu’s “Can It Be” clip was a dark and eerie video shot in the hood (Park Hill and Stapleton sections s of Staten Island, NY) which catapulted him to direct bigger budget videos. He also innovated the fish-eye lense “peephole” view in music videos (that’s why Busta always appears to be rapping so close to the camera in his videos. The first time Hype used the fish-eye view technique was on Busta’s “Woo-Ha” video). Hype eventually mentored an up and coming director named Little X, whom went on to become like the Hype Williams of the 2000’s-2010’s. The videos today are trash. They all look the same. No originality.
Pete D was doing that with Shake your Rump re: Fisheye for the Beasties back when, as well. ... I think Hold it Now, Hit it used it as well.

Nope. Beastie Boys been using the fish eye lens since the 80s. Go look at several of their videos, but the earliest I remember seeing it was Hold It Now, Hit It, which was from License To Ill, which was released in '86.

It’s the fish-eye lens, not so much the distance from the camera. Hype Williams did do some creatively interesting videos, but they’re amateur compared with videos such as “Sledgehammer” by Peter Gabriel. But if only Peter Gabriel made musc like this! Peace.
