  • Jackie Weaver explains what happened during a now notorious virtual parish council meeting that ended with her excluding several councillors from taking part.
    The official had been brought in to oversee the Handforth council meeting in Cheshire but things went south when the councillors began trading insults.
    The virtual skirmish has led to Jackie becoming a cult social media figure, spawning the “YOU HAVE NO AUTHORITY HERE JACKIE WEAVER” meme.

      Who cares? Who really has time to watch meetings? One should really get a life! Don't like doing meetings(Although they do have to be done) and don't like watching them. There is much more to life than a zoom meeting in lockdown. Some people just ain't the same! Distant meetings should be done the old way...over a phone, with no video, as it brings out the tension and worst in people.

    As an ex local county councillor. This is basically how it goes. Lots of people from the same town that hate each other trying to get one over on each other, each one trying to be the first to get an MBE or OBE before they die lol

      I have questions because I'm curious about this and I'm a little confused in some parts. 1) What are these meetings about? 2) If it wasn't the implied gender bias, why would one normally not let a meeting happen? 3) If this was an real life meeting, would the judgement call Jackie made have been legitimate?
      Oh and whats an MBE and OBE?

      @@glaxonberry3667 I think parish Council meetings are normally small local government members discussing decisions about whether people in their community can have planning permission to build an extension on their home or if a nearby park needs to have a new no litter sign up or more bins etc... I'm guessing, from what I've seen so far, that the reason they wouldn't let the meeting happen is because it wasn't called by the chairman, whose role it is to run the meetings. I think the bsckstory was roughly that the chairman and vice chairman and two other councillors had an ongoing disagreement about something. This caused the chairman & vice chairman to seemingly avoid holding a meeting for months so, the two other councillors exercised their right to hold the meeting anyway with Jackie as mediator so that they could have the discussion. And this was why the chairman and vice chairman were so angry, because they believed the meeting been called illegally. An Mbe stands for member of the most excellent order the British Empire and it is given to a citizen who has done excellent deeds for their country. An OBE stands for Officer of the Order of the British Empire and it is given by the Queen to someone who has made a great impact in their line of work for others. People who get them can put the MBE or OBE initials at the end of their name and enjoy the prestige it brings I think. That's my half googled explanation any way 🤣hope that helps. Someone else might explain it better

      @@glaxonberry3667 apparently the meeting purpose was to look at planning applications. As to why one wouldn’t want to hold the meeting - not sure but the chairman commented that the statutory notice period had not been met. Council meetings are ‘meetings in public’ as opposed to public meetings so they must be advertised a certain number of days ahead of any meeting. Except for an Extraordinary Meeting, the chairman doesn’t summon council meetings - the clerk does that. However the rules state that if two councillors write to the clerk requesting an Extraordinary Meeting then the chairman has seven days to summon that meeting. If he fails to do so then a meeting can be summoned by the two members - but the chairman still presides. ( I comment as a current council chairman)

    I've had a similar experience when I was on a Zoom meeting with my pet cat, the neighbourhood cats insisted on their inclusion. It was a riotous meeting, ending up with me banning at least 4 cats for abusive language.

    Hard to know for sure wtf is going on here 😂 but it seems...
    The Chair hadn’t called any parish council meetings for almost six months.
    Two councillors got together to use the rules to organise an ‘extraordinary’ meeting.
    Jackie Weaver facilitated the meeting for them as part of the County Council.
    The other councillors attended the meeting as well.
    The Chair attended the meeting to assert his rights as Chair ( presumably because he wanted it stopped).
    He also declared himself Clerk prior to the meeting, without being appointed.
    The Chair was angry at Jackie for facilitating the meeting.
    Jackie felt she was merely helping the two councillors who’d requested it, and booted the a chair and his two supporters when they got nasty.
    The meeting then appointed John as Chair (for that meeting only) and carried on.
    It was committee meetings in a nutshell. And, of course, comedy gold 😂

It's the law that prevents people from singlehandedly and without lawful reasoning removing validly chosen members of the council from the meeting. That can only be done after the council has taken a vote on in. Jackie, not a council member, did not like the way she was spoken to and then removed the chairman of the council. She even proposed to make someone else chairman?? I get that the old, white, male boomers in that room were a-holes, but let's not act as if Jackie did the right thing

    The pushy minute taker didn't like being told to let the chair run the meeting, so she kicked the chair out so she could decide who ran the meeting. She then tries to excuse this as her being a victim of sexism. She should never be allowed near official meetings again.

      The chairman of the committee hadn’t hosted a meeting since last March and so they essentially staged a coup. However, they did it legally, following the correct procedures under the law. For some reason the chairman sort of relinquished his title and called himself the clerk. So the vice chairman got angry because rather than contacting him, two councillors they wanted to elect a new chairman. That’s why he shouted “read the standing orders” because really he should be next in charge. But they ignored him and he left.

    She was not the clerk. She was acting for the clerk..... so in what capacity was she there, just a random person off the streets? The clerk takes the minutes, they are not in charge. The chairman is in charge and in the absence of a chairman, the vice chairman is in charge. Never the clerk, or in this case, the person “acting for the clerk”

The angry man downright would be fired if he acted that way to an employee or employer, so I think it's fair to lean towards Jackie in this situation. Plus, they wanted to be present explicitely to stop the meeting, whereas (as far as I'm aware), there is nothing legally-speaking stopping councillors having a chat with each other with a third-party present. They were given the opportunity to be involved and wasted it.

    Unfortunately this woman did not act properly - there is no power for a clerk to eject any member of a council - let alone the chairman. The chairman became (quite rightly) irritated when she would not follow his request to stop speaking. It may seem arcane - but the Local Government Act sets out how meetings run. Sky News should have done its homework...
