Unfortunately for Ryu, Ken has all the tools. I remember when Ryu's tatsumaki was one hit knockdown, and Ken's were multi-hit but pushing back instead of knocking them down. Then suddenly Ken's Tatsumaki can now knock the opponent down and can follow up with a shoryuken.
