Technically he did get to achieve both in a way Judith he got to raise till she was a toddler before his disappearance however Michonne raised her the way rick would have and the whole world that rick was building in the first half of S9 all that was Carl's Vision
Rick has a son also, RJ, by Michonne, his wife, who needs him as much as Judith.
