I think the joke about Kazakhstan being a very civilized country much like USA at 3:48 was a subtle joke about the US (coming from an upper-class Brit) and Letterman saw it
Letterman is so good, we keep forgetting that no other interviewer can control like (he even made Sacha Baron Cohen laugh a little and break character 6:03 ). Only Carson and Letterman have that kind of charisma and control.
The funniest part of it is how clearly annoyed Letterman is with Borat and blindsided by him. He just can’t stand not being in charge of the interview and anyone daring to get more laughs than him
