Menendez is not evil person, he just protect his sister from cruel of world, he demanding revenge, he get broken because the world want profit from poor people like him. He doesn't care about power, he just want world feel what he's feel in his past with his sister.
After her death he broke down and blamed the world and l can't blame him his whole life was a tragedy and once he build all he had from ashes and blood his sister who was the one person keeping him whole died he lost himself at the end after he kills Woods and commits suicide you can see in his eye that he wanted to die in that explosion with his sister a broken man indeed
