In these types of proceedings there needs to be a clear set of defined rules such as; When a question asked that requires a simple YES or NO answer the person being questioned must answer either YES or NO ! They should not be allowed to babble on and on in an attempt to muddy up the waters. At the end of the questions that person then, and only then, should be given some time to elaborate if they feel the need. But only if they have answered the questions, all the questions, that were asked. Oh' they should be able to plead Fifth if they feel any question may be self-incriminating but I'm sure Blinken and his DC cronies would all wear face masks that say "I plead the Fifth" !
