I remember playing it as a kid but i only had the demo disc and i replayed it thousands od times, then emule arrived and i asked my older brother to download the full version.. i was the happiest kid on the planet, later on when i had the money i buyed an original copy to support the developers, legendary game!!
Tbh yeah, if they're all on pain killer medicine distributed as aid and the vehicles incl police probably remote controlled from far away - gangs could've dropped in signal boosters, sign posts, cameras etc. The crappy optimistic advertising and hostile looking city infrastructre already a thing, not to mention purple coloured police cars in some places
