Never had an upgrade on Linux makes my hardware or software obsolete either. Linux breaths new life into older hardware as well. Any updates happen when I say it to happen it does not reboot because of an update either. Ot will say "software updates available" lists what exactly will be updated and asks me if I want to apply it now or later. If it does needs to reboot, it will ask me if I want to do it now or later. It's called Group Policy. It's used to control all aspects of Windows settings in a centralized way, used by companies to manage fleets of systems.
Group Policy settings usually correspond to registry keys, and this information is made public.
If you have Windows Pro, you have the Group Policy editor installed on your machine, and can use that to examine and set these settings.
If you don't, then setting the corresponding registry key usually works, too.
If you know how to read Group Policy ADMX files(also called administrative templates), you can download and read those to figure out registry keys and values.

once in a while, I really regret changing/ tweaking registery for multiple purpose for deleting/ uninstalling stuff and latency/ fps tweaks.
I have done many tweeks in registry, forced driver updates from third party apps like driver easy. updating chipset drivers from motherboard support and utilities.
I am doing all this from years. these all things seems to work at first but in reality they make your pc less responsive and lose performance somehow and that is the truth. and specially don't mess with system timers.
I've come to conclusion that just a fresh copy of windows form Microsoft website, making sure it's up to date in window environment is the best thing for your pc. no forcing your pc for crazy stuff, registry tweeks and third party updates.
