I remember hearing this song on the radio in the Philippines in 1998 I think and I had to rush to tower records to buy the album. My girlfriend and I had this looping for days. Amazing song. The most underrated Philippine artist.

I think this song is about repentance in general and based on the lyrics, here are my take:
"we are slaves to the crimes we commit" - this is an admission of our vices and sins
"... we are nothing, we are nothing but dust on your feet" - this is an acceptance that there is a higher power
"only to find comfort in your strangeness" - settling to the idea that THAT higher power is mysterious.

Such a beautiful song. My interpretation of "we are nothing but dust on your feet dying to be born again" is encouragement to start moving again, or doing the things we like again - to kick off the dust that has settled on us.
If you like folk inspired modern filipino songs with beautiful lyrics, I suggest Dragonfly Collector, try The World is your Oyster, or There is No Remaining in Place.
