Can that maize be eaten raw. Because too much fertilizer and spreading all over again. Outcomes......

They are not "spreading" they are foliar spraying; the nutrient elements are water soluble and pass into the vascular system via the leaf epidermis. The run off is minimal and low concentration. Also any nutrients in the run off will be absorbed by roots.
This method of fertilizing suits micronutrients and less mobile nutrients (not NPK so much), seaweed is very beneficial as a foliar spray, so are manure teas.

what are you feeding???? do you mind about how much you are putting in , man style up ! give maize what is enough , and remember it is a grass , think about profit making not enjoying to apply.

Looks like a seaweed extract they are mixing into sprayer. As far as nutrients- it is best to apply whatever is likely to cause deficiency, Iron, boron etc.
The labour involved in hand spraying is not economically practical in 99% of the world. At Ag scale a tractor with a sprayer trailer would work with a short height crop. Tall maize would be more difficult.
