If you think the sword is broken, you should see the mod on the nexus that lets you add legendary effects to your gear at a crafting station. Imagine the effect of increasing damage with each hit on a Ripper. With a reminder that rippers hit multiple times per second.

I've never encountered this guy, but a quick Google search and i have found out he levels the same way human companions do, his minimum level is always 25 and maximum level is 50, so long story short he's supposed to be really hard to kill and an uncommon enemy to encounter.
The funny thing is this can be played fairly straight with TES51 power armor mod , a crossbow an alternate start and if you are nuts a shout mod along with this or if you are really ambitious there is a tutorial to convert Skyimn armor as well.

You can get a Ripper with that legendary effect in normal gameplay; you just can't get it on-demand.
That mod lets you apply two legendaries with a setting too. It’s addictive

What you are looking at is a centre-left and a centre-right agreement on something, which is plausible but considering that in democracy they are opponents they will try to do anything to stop the other.
Of course small things like small economic ventures will work but I don’t think that can be in a fallout unless we have to run our own nations in the next installment which would be... impossible

Would need a mod to make NPCs billable I think as compared to New Vegas most of Fallout 4s named NPCs can't be killed except for a few exceptions, but certainly a challenge I'd like to try at some stage :)
