We did white eyeliner on the inside rims of our lower lids in the 70's. It's been done. It probably was seen every few decades for thousands if years. Everything old is new again! : )

The white eyeliner is partially true. They wore frosty blue eyeliner (so I supposed it looked white) but it is nothing compared to white eyeliner today.
