I recently had this, My Icloud said I had 170GB of documents backed up and I had to pay for more data space when I knew didn't have a single document, 3 days of being on the phone to apple support I eventually got through to someone who knew what they were doing and he had it sorted in 10 mins, apparently it was a glitch where apple sometimes will sometimes earmark data space for you but it doesnt actually contain any data?? Just keep on at apple support eventually you will get it fixed.
