It looks like they're at Ft Irwin, CA... also known as NTC (National Training Center). That looks like an M551 Sheridan, made to look like an M-1 Abrams. They use these "mock ups" for training exercises. Been there, done that. 😉

It actually is easy to get a tank.... provided the Cannon cannot be fired. (getting one with a working cannon is possible as well, but massively more expensive + lots of paperwork.)
