I saw a documentary discussing the tiara. it was about MM and the history behind the kokoshnik tiara (i forgot the specific title) but it was made a while ago, a few months after harry and meghan's wedding. HMTQ didn't loan meghan the kokoshnik tiara for two reasons: 1. eugenie chose the tiara first 2. the tiara is said to be the most expensive in HMTQ's private collection due to it bearing the rarest pure emerald. it is unsuitable for someone marrying-in to the family to wear it. but since eugenie is born into royalty, she's more favorable to don it. it is also part of protocol regarding the loaning of jewels, a limit per se who can borrow what.
The Sapphire Bandeau Tiara is a completely different tiara than the Queen Mary Diamond Bandeau Tiara that Her Majesty allowed MM to borrow for the wedding. The late Princess Margaret had the Sapphire Bandeau on loan from the Queen and often wore it but it was returned to the Queens private collection after her death in 2002. The tiara MM wanted was the Vladimir Tiara which Queen Mary bought from Grand Duchess Vladimir after she fled to London after the revolution and she sold many of her jewels. As others have said the one you're thinking about Vladimir tiara which is one of the tiaras usually worn by the monarch. The British Royals have very strict hierarchies including when it comes to tiaras. There are some that can only be worn by the Monarch or consort, some reserved for the prince/princess of Wales and then those owned by individual royals who don't have to share, and the remaining tiaras will be loaned out to specific people (best info I found is each princess can choose up to/ from 3 to borrow). The order of precedence for those tiaras seems to go Queen/consort, highest ranking princess (Wales/Royal), then Royal born Princesses and working royals, then Princesses by marriage. As you can see in this instance as neither the Princess of Wales or from the Royal blood line the Duchess of Sussex would be fairly low down the pecking order untl she became a senior royal.

I saw a documentary discussing the tiara. it was about MM and the history behind the kokoshnik tiara (i forgot the specific title) but it was made a while ago, a few months after harry and meghan's wedding. HMTQ didn't loan meghan the kokoshnik tiara for two reasons:
1. eugenie chose the tiara first
2. the tiara is said to be the most expensive in HMTQ's private collection due to it bearing the rarest pure emerald. it is unsuitable for someone marrying-in to the family to wear it. but since eugenie is born into royalty, she's more favorable to don it. it is also part of protocol regarding the loaning of jewels, a limit per se who can borrow what.

As others have said the one you're thinking about Vladimir tiara which is one of the tiaras usually worn by the monarch. The British Royals have very strict hierarchies including when it comes to tiaras. There are some that can only be worn by the Monarch or consort, some reserved for the prince/princess of Wales and then those owned by individual royals who don't have to share, and the remaining tiaras will be loaned out to specific people (best info I found is each princess can choose up to/ from 3 to borrow). The order of precedence for those tiaras seems to go Queen/consort, highest ranking princess (Wales/Royal), then Royal born Princesses and working royals, then Princesses by marriage. As you can see in this instance as neither the Princess of Wales or from the Royal blood line the Duchess of Sussex would be fairly low down the pecking order untl she became a senior royal.

Princess Eugenie had 1st dibs on the tiara as she was to be married first but had to move her wedding date to accommodate H&*. Plus, Eugenie is the granddaughter of QEII and a Royal princess. Mog wanted to wear the Spencer tiara but Earl Spencer said no, only for Spencer women and Mog wanted the tiara to help design her hairstyle but did not follow protocol and ask in enough advance. (Princess Catherine used a plastic tiara to help design her hairstyle). She threw a bridezilla fit. IMHO, I think Mog just wanted to show off her new authority. Her hair looked like shit anyway on the actual wedding day.

I think QE2 just told Harry's Wife that the other tiara had a questionable past as an excuse. If the past was so questionable, why was Eugenie allowed to wear it? I think it was earmarked for Eugenie in the beginning, that's why Harry's Wife didn't get to wear it and I also think she got her revenge on Eugenie on purpose by announcing her pregnancy at her wedding.
